Tha killer mustache in Peking offered to cover the expense of training a dozen kadets, i.e. 17-18 year old boys from scratch. And offered Habsburg Naval officers for on the spot training. 60 within a month's notice, 200 within 3 months. For three years, thus allowing for some language training. At no cost to MK Gov't.
Austria's benefit - the officers get sea time which they would not get in the temporarily downsized Habsburg fleet.
MK benefit - a battleship needs some 50-60 officers.  A cruiser 20-25. With half a dozen Austrian officers, cases of battleships "getting lost" and other "navigational hazards" should drop sharply.
