Well it does seem the 2xT3 vs 2xT4 gun choice does 'pay' for your faster vessel. Looking at my 24kt & 333mm versions, they had a higher displacement, but much heavier armor as well. So overall I am just making different design choices.

I want to be able to keep my 1st rate battleships and carriers together in the main fleets,
while cheaper ships do supporting roles.  Those ships have to be adequate against the both known (posted) vessels and unknown (projected NPC) ships. I do tend to make the operating assumption that 45000 ton vessels will not be used for solo raids, so my coastal forces are unlikely to face those. I am also trying to make them more difficult for aerial forces to take out with the armored upper citadel. However I do try for shallow drafts, so the coastal forces can withdraw to areas BBs may not be able to reach - your drafts are about the same.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

It's why I do the additional step of determining deck heights, it lets me know what belt I likely need.
Figuring the default 2.44mm, then the main deck is 2.41m, and that belt covers to -0.29m.
I believe cruisers in this era tended to have more like 1m below WL or more.

Now light shells like cruisers can't dive deep, but at 30 knots the wave period along the side is almost
certainly going to be exposing below that belt at times. Add in consideration of roll side to side, and hits between the wave trough and belt are certainly possible.

Speedwise, the Byzantines and Parthians are in this weird 'slow' zone. I have a lot of 30 knot cruisers that can at least maintain distance on, but I have few 31 or 32 knot cruisers.

My version of this type of ship is the new Boran class, also 30 knots, for the same general reasons.
I chose to go bigger with a higher belt and bigger guns.

Personally I think a Wilno-Byzantine war would be a fascinating contrast of styles.

I was able to reduce the freeboard and save 3 tons.
