For 1923 => yes
The Mayan considers battleships as artillery platforms.

Increasing speed costs too much in BP to the detriment of guns.
Thus, the Mayan battleships have a uniform speed of 21kts and form a block that can stand up to the Aztec BB.
Thus, during the battle of Vera Cruz, the Aztec did not remain facing the artillery of the Mayan line.

1928 BB, 21kts, will be more powerful but still limited to 175m.

=> Don't forget, Aztecs had 3BP when Mayan 1BP only.

Does make sense.  The Mayans really have two threats, sort of 4, that they have to defend against.  Primarily the Aztecs, with a strong number 2 of Vilnius.  And then the Parthians and Romans due to proximity though neither is super likely to be a primary threat rather than an allied threat in a conflict.  They can also provide air cover for most of their force so long as it stays within range of home waters, so fleet carriers aren't a concern.....and they're hopelessly behind in aviation anyway, so they can't simply try to match even the Sultanate in carrier aviation.
