As Rocky has observed,
it is now time for 1923 HY2 to begin.

I don't know if I will get around to a 'Colony Count' this turn.

At this point turns for HY1, 1923 will 'take effect'.

At a time like this an obvious question is : Is there a limit on building LP/AP/DP/Forts in a turn ?

While I have in the past argued for such, I was insufficiently persuasive so there is none.
That makes the only limiter the fact that DP must be <= (LP+AP)/2

There is no BP outside the Homeland, so all LP/AP/DP is built in the Homeland and has to be transported to the theater.
Of course, transporting LP/AP takes DP - normally we don't worry about this, but if DP is tight,
and ...deploying troops into combat zone then you fall under the amphibious rules for units per 6 mo.
The transports moving then can be tracked and there is the potential for interception if the opponent has opportunity.

Aka if Maya wants to reinforce Mobile, Rome has to have a chance to intervene.

Shipping is a little different as we have defined production facilities, and they inherently
limit what can be built where.  So a 1923 HY 1 warship can be built in a colony,
but does have to be tracked normally.

I don't anybody's adding to their colony count this turn anyway.  I'm actually downsizing a bit.

The "Colony Count" I normally post tracked a whole bunch of attributes for every Player nation, active and inactive.
I usually go pretty hastily and use the most recent turn available to me. I check for the Amphib tech being researched
and/or the players tech page.

-BP / IC  domestic, and colonial IC
-Total Naval and Mercantile tonnage
-Total LP / DP / AP
-Most recent Amphibious Tech, and so amphibious lift
-"spare" DP based on Total DP - colonial garrions.    You can draw down garrions, but risk territories reverting to 'unclaimed'.

Anyhow, take Iberia ; needs 18 garrisons with DP, so of the 70 DP, 18 are committed. So they have 52 available for use.
Toss in their amphibious tech and they can float & keep supplied for 6months, 23 land units & 23 DP. 

Hmm something it's a little wonky with Byzantines in the last one, supposed to be capped equal to  #DP.  Formula problem.
While the Inca desperately need to build more DP since their last turn in 1919.5, but their ability to invade Mayan South America
is effectively nil.

The intent was that the Amphibious number and the spare DP, gives an impression of the nation's
ability to conduct war over seas.

Comparing the nations with the spare DP to send troops overseas vs. the nations with the amphibious capacity to do so,
Parthia tops the list at 31 DP&LP potential.
