Basing :
During the Caicos War it was established that there is a base in the Cancun area, as Mayan patrols operated from there - probably a dredged coastal lagoon.
I would expect a similar port dredged at Ciudad del Carmen.
As Homeland areas, they do not need a Port Symbol, there has been plenty of time to develop strategic bases.


Since the Coastal Defenses are regional, both Mobile and Pensacola are covered, but my presumption would be Mobile is where the Naval base is.
The bay mouth is easier to defend, and deeper- giving more warning of intruders. 

Force Allocation :
I think I would have expected 1/4 to 1/6 of the Mayan Navy on the Pacific Coast,
but 1/3rd is within reason.

One should recall there was a valid reason to have vessels there - there would have been transpacific trade,
and without the Canal, ships would generally remain on the coast they were built on.

Sailing ships had the range that steamers did not, as reflected by the Incan ships. With China/Japan/Aztecs/Maya/Inca,
there was probably limited trade following the wind routes the Spanish Galleons took. That trade should
be picking up with the Parthian freeports providing rest and repair stations, and the Wilno Canal giving passage to Europe.

The Inca/Maya/Aztecs likely had some limited trade, and for the Inca, it was probably better to tranship to Europe through
an overland transfer than sail around Patagonia.

I believe historically, three routes were used prior to the Canal
- what in N7 is the Aztec/Mayan border, rendering that one out of play.
- The Nicaraguan canal route. The Mayans presumably have an overland route to Lake Nicaraguan and then down the river.
- The Panama route- seized by Wilno.

Did the band play the last post and chorus,
Did the pipes play the flowers of the forest
