Aerial hardware is pretty abstracted, so something of Akron's nature is probably going to be tied to a certain tech level and otherwise left largely to fluff guided by common sense.

Though certainly something like an Akron will boost the Vilnius Union's interest in dragging fighter planes out to sea...

I have a few questions in the sheets. My main confusion is what to do when a ship is completed and when a tech is completed. I think I did everything close to accurate.

I hate to say it but Storadmiral av Konigswinger has no sense until he has a Akron style of airship with a Torpedo Squadron. The future is now, here in Oslo. They will be fun for scouting in the North Atlantic and the like. Imagine an airship with a torpedo squadron doing merchant raiding... It will be glorious.

...To a certain extent, yes the Akron could exist.

When setting up the game, Snip made the decision that Land and Air forces would be Generic "Points".
So a "Air Unit" is a vague amalgam of planes that apparently has scouts/fighters/bombers/training all mixed in.

However, while they will all have the same combat effectiveness, we can tell stories or describe them how we want.

So an Air unit could either have flying boats, or airships, either way they have a certain range at sea
they will be able to reach, which is defined roughly by british aircraft of that tech year.

So, the Parthians fly Zepplin-like airships over the gulf of Aden. You can field the USS Akron's look alike :)

Now, as a result of the Caicos war, I have had to come up with an idea of just how large a formation a Land or Air unit is, as
that will bear on supply needs. It will also come up when a land air point is conducting airstrikes on naval units.

Sheet- Date on first tab should be formatted 1917.0

If you download a couple of the sheets I posted above, things may be a bit more clear.
The completed Techs get noted on a tech page - many have a word doc they post in their nation.  For updating a nation, I found making a Tech Tab more effective.
Folks tend to track their completed naval artillery research in the same way.

As for ships, a little complex but doable :)

Step 1.
Move completed ships to Naval List

Both are on Naval Summary tab.

Moving to Naval List :

Say you complete a Destroyer in 1917.0
Then in 1917.5,  you'd move to the destoyer section of the Naval Summary tab,
and Copy the line with the H-Class and insert it right below.
That way the formulas transfer.
Then rename the class, put in the correct number and tonnage.  The Class total will calculate, and the fleet tonnage will update.
The fleet tonnage has maintenance associated, on the first tab, E80, and will automatically calculate.

Then move down to the building ships list and just 0 out the built ship.

Step 2.
So now you've moved and zeroed out the finished ships.

Then for the unfinished ships, I tend to make Column H the "Sum" of : Tons Previously Spent   Tons this HY
So if in 1917.0 you did                                                        Column H
Tons Previously Spent   Tons this HY                                 Tons spent
1500                                  1500                                          3000

Then when updating to 1917.5,
I can move that Column H number...into the Tons Previously Spent column.
So for 1917.5 it would look like
Tons Previously Spent   Tons this HY                                 Tons spent
3000                                  1500*                                          4500
* well unless you change this part.
