I know you're using the historical guns so I'll note :
The shell weight on the 191/45 is off. Hawkin's was 90.7kg
The 140/50 should be 37.2kg  and likely Quickfire instead of BL

Interesting to compare this to the Royal Niessan  I posted.


Question on the Belt/Deck combo :
With a freeboard of 5.35 and the standard decks ~2.44
the crown of the protective deck should be about +0.47m above WL.

With a belt height of 3m, I would guess it
goes from -1.5m below WL to +1.5m above WL,

Giving protection against 'shorts' and also shells arching over the belt
onto the slopes of the protected deck, except from very long range.

But you could have the belt shallower or higher.
What coverage are you expecting for that belt ?
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

We know SS struggles with small fast stuff like this. 

There's also the problem of trying to fit a fast hull of a certain displacement into a 40m dock. 

There really isn't a lot of room for weight reserves on a ship this size, either.

Oh quite.  The big problem is that SS is always doing seakeeping for the top speed that you show.  Therefore on ships like this that would be running flat out with all hatches dogged and for only short periods of time, the seakeeping indicated isn't necessarily indicative of the actual seakeeping at cruise speed or an economical speed like 8kts where a ship is riding out a storm with steerage-way.

While it's completely 'fudge' by me, I've based my metric on 1 part what SS shows, 1 part what in-game history shows with the Roman E-class DDs after Grand Turk, and 1 part known Sea State info.

Roughly, my metric is thus:

Under .7 Seakeeping:  Suitable for Sea States 1-3.  Danger of Foundering in Sea State 4, Probability to Founder in Sea State 5 and up.  Or by numbers, good in states from a flat calm up to a 4ft (1.25m) swell.  Anything above that is going to progressively endanger the ship (SS4 goes from 4-8ft) until you reach storm driven waves or a heavy seaway, and then the ship is basically screwed.

.7-.99 Seakeeping:  Suitable for Sea States 1-4.  Danger of Foundering in Sea State 5.  Probability to Founder in SS6 and up.  She can take the occasional 8ft seas without being in trouble, though she's going to be wet if there's any chop.  However, as things get serious, like 14ft waves, keeping in mind that also means 14ft Troughs too.....there's a sizable danger of foundering.

1-1.1 Seakeeping:  Suitable for Sea States 1-6.  Danger of Foundering in SS7.  Basically any ship is in danger if the waves are nasty enough.

Those 1.20 Seakeeping ships are being built to be heavily 'stormproof'......and able to steam in the really bad seas without serious worry.....like the South Seas around the bottom of New Zealand and Australia to Antartica, Terra Del Fuego, the North Atlantic in a Storm, The Caribbean or Pacific in a Hurricane, or the Bering Sea when she's firing hard.  Sea State 9 is still 'Perfect Storm'......
