Temp threadjack for clarification.
Snip and I decided the NPCs would likely sign onto any treaty all the players did.
The exception is if there seemed something adverse to them. I.e. national tonnage caps - then Player Councils would review.
Likewise if only some players did.

As for the prospects of any treaties, meeting room or diplomatic PMs are the appropriate venues.

While it's still a year out, the Sultanate is already looking at its 1922 BB project.  Possibilities include an update M class, as well as a new larger class aimed at adding an extra 14in turret to the current standard.  The ship would also experiment with the new 30mm AA guns still in development in addition to the usual 70mm AA battery.  Speed would remain at the 'fleet standard', while armor would skip the tapered belts and protected decks for a uniform belt and deck in All or Nothing configuration, considered perfectly adequate for use in the Caribbean, it's primary defensive theater.

And a 'modified' Monarch-class.  1000t heavier than the stock Monarch, she features an addition of the new 30mm AA guns as a testbed, plus a tapered belt that is 10mm thicker above water and tapers down to be 20mm thicker at the bottom edge than the 1919 Monarch.  A true 'AoN' armor scheme with the armored deck rather than protected deck, and 10mm thicker on both the main and splinter decks.  The bridge armor and gun armor is also increased by about 10mm all around.  Roughly speaking, she has about 1200t more protection than the current Monarch class, improved anti-aircraft defenses, and her TDS can absorb an additional torpedo and change over the stock Monarch.

Both are capable for their size, although the nine-gunner might not scare the Mayans for too long.

I feel like another couple hundred tonnes of misc. weight would be useful - flag facilities and future growth.  You haven't got much of a margin on the big boi and none at all on the nine-gunner.

Well, the 9 gunner comes down to being under 27000t.  I really went with maximum protection within that size, though I could reasonably drop 10mm off the deck thickness in favor of misc weight.   

My biggest constraint on battleship production is time.  I have 3 dreadnoughts that'll beat up on anything older, but their 11in guns leave them lacking in a modern engagement.  The monarch class of 2 ships are my first modern battleships.  And also make for a total of 7 capital ships in my whole fleet.  Considering the competition,  I need to have ships rolling off the ways more regularly,  so a ship that can be built in 3 years is important.

I can put 300t to misc roles if I reduce the decks to 105mm and 25mm respectively.  Overall, I don't think that the Monarch is the 'ideal' BB.  But for what she is, she's relatively cheap and quick to produce, and 9 x 14in guns are nothing to scoff at, even with newer battleships with bigger guns.  Plus, I don't think it's going to be worthwhile to build a 24kt BB bigger than 27,000t as once you get over this size the natural speed is high enough that you can get the speed up to 28kts without too much more difficulty.

Another option for a 1922 Battleship.  This one would likely be laid down as a one-off alongside a Monarch or two, and be the designated flagship for the battleline.

I modified the Flight II Monarch design slightly, to match it up better with the 'flagship' Battleship that could be built concurrently.  Thus we have a few small changes, including improvements to the night fighting suite, and the armor is normalized more with the larger sibling.

I'm figuring that I'll build 2 Flight II Monarchs, and potentially one of the 'flagship' 24 knotters, maybe call it 'Uhlan' with the Union's permission of course.  That'll mean that in 1925 I'll have a uniform 4 ship 1st Battle Squadron, and in '26 it's a 5 ship squadron with the fleet flagship.  Then I can decide on whether I want to continue the 24 knot battleline on to another squadron, or if I need to move to an increased size/speed/gunnery ship.

IMO, you could certainly do better with 4x1500t DD minelayers (more guns, torpedoes & always 50 minen)
