Yeah, light and fast don't show good seakeeping in SS as SS determines seakeeping at top speed, not at cruise.....at top speed a large torpedo boat is likely to stuff the bow if a wave comes in....but she's making a full speed run for maybe 10nm tops before coming back off the steam.  After Grand Turk, seeing that a Caribbean Hurricane took out some Roman E-class DDs in what admittedly were probably Sea State 7 or 8 conditions, I sort of went 'a little bit better' for my own seakeeping.....on the hypothesis that a seakeeping just a tad better than the old E-class had (.64) would be enough for almost all conditions the Caribbean could ever throw.

With the rising local tensions, the development of the new 400mm gun, and the desire of the RAN to stop it's current cycle of a new pair of BBs every 3 years, designs for a new BB to be laid down in 1924 are put forward.

Realistically, I can't keep building BBs in 6 HY without losing 'some' capability.  So going up to a 7HY BB is going to happen.  No way around it.  The question I have to answer is then thus:

The 8 x 400mm design, basically a 24kt Colorado, is something I'm reasonably confident could stand and trade broadsides with the newest European designs.  And still technically be doing it on a budget, as its Roman counterpart the LBS-21 series designs is 43% larger, but has 35mm less deck and 20mm less belt armor for roughly the same firepower.....the size difference primarily being to give the LBS-21 6 more knots of speed, which is useful for accepting or denying battle....but may or may not be tactically useful once both ships are flinging broadsides as the Sublimis 8x400 design can likely fend off a critical hit longer as its engineering spaces are significantly smaller than the raft body, and it's reasonably tougher.

The 6x400 designs, all of them, are basically moves to 'discount' or 'offset' the 4600t per HY cost of the 8x400 design.  The smaller of which also drop the armor down to what's actually the 'standard' 340mm belt, though the decks are still notably thicker than contemporary designs.  These can be built for 3900t per HY, roughly.  While 6 guns was definitely substandard in the teens....with rapidly improving FC, 6 guns is viable if the minimal reasonable gun count for a battleship now.  I can be reasonably assured that the 6 gun designs will be sufficient to form a line of battle that can beat the crap out of the People's Republican Navy for the forseeable future.

And then there's the 360mm designs.  Basically the same armament as the Monarchs, flight I and II, with some modest upgrades.  360mm is still a very viable caliber in 1924.

In the end, is it worth the extra 1900t per HY, roughly a DD-Leader per HY, to build a world-class Battleship, or should I focus on a steady production of an adequate battleship?

I'm inclined to say that the 8x400 is a good investment, for the reasons you noted. 

The 9x360 is still viable against the Mayans but might not suffice against European ships.  6x400 is still going to hurt anything that gets in range, even if it has fewer guns than the opposition.

One option is to do this one as a one off.   Go slightly bigger, put in good flag accommodations,  and build her as the fleet flagship,  with follow on ships being of the 3 turret variety to get numbers.

With more lessons from Veracruz....but also a need to likely produce replacement cruisers for the lost Eagles in rapid time, a variation on the 6000t cruiser design.  Loses two secondary guns compared to the Splendid Cats in exchange for an additional main battery gun, though this is helped by the aft secondary being superfiring over the aft main mount, allowing for a 4 gun secondary broadside equal to the Splendid Cats.  Armor is specifically designed to maximize survivability, 1kt of top speed is lost when compared to the Splendid Cats in order to gain the additional protection.  Torpedo Armament is also slightly reduced in favor of the improved gun firepower.

And the originally planned (and over 12,000t) Lake Class gets a rapid modification.  Trading the four 3-gun turrets for twin mount and hoist, and losing a bunch of weight to bring her down to 9000t, the class gets changed for maximum efficiency in production in order to get ships out into the water as soon as possible without delay.

The armor on the DDs is interesting, as I recall, that *may*  have saved a couple of magazines and a conning tower/FC hit. 
Some of the DD losses were when they steamed forward 'one more turn' before veering away, as the Mayans pivoted and the range collapsed,
so the nearest Mayan BBs could now reasonably engage with the casement 6".  Flotation is the only salvation there.

I think the jury's still out on six-gun ships at this time period, the opportunity cost for 8 is usually little. Though I've put forward a number of Six-gun designs
as I've mulled things about - generally Light Armored cruisers like the Scythian I have posted.

The Lake class reminds me of some of the ships I was considering when designing the Royal Niessan series, looks somewhat like the XI version.
But as you pointed out, you have a TDS, while my cruisers don't....oh and it looks like I made one last casement hurrah !

The lake class is definitely the superior gunnery ship

My issue is the 150mm doesn't really have the range or punch and it's old.  My 130mm is new but worse in every way there.  Good DD killer and not more.   The 180 is the serious gun.   But on 6000t 5 or 6 of these is all I'm getting without sacrificing armor.

Though I might test a variant of the 6000 tonner with less armor and more gun.
