Quoteat 16m for the TDS, there are only 2m interior bulges on each side.
Depth from side effects how much energy hits the armored holding bulkhead.
A single 30mm holding bulkhead is likely to prove weak at that distance.
There is still value, and it should work against at least light torpedoes...

I added the TDS on principle but without much certainty about their effectiveness.
These are small coastal vessels intended mainly for the Red Sea to replace the AGB5850 to weight in front of the Ethiopian Navy.
They will have to support the DDs, TBs & MTBs in the attacks.
Their artillery and armor are sufficient to engage heavy cruisers and support battleships.

As mentioned in the Parthian thread, your TDS has no depth.
With the 40mm plated just inside the hull plating, it will not be very effective.

If you want a minimal 2m of expansion space on each side,
then the beam inside bulkheads would be 21.82- (2x2) = 17.82.

That would make the needed belt length 129.88m

Which you should then change your Freeboard Tab's forecastle and stern lengths to get to.
At 15% and 10% it works.

But then your vessel is down to 0.88 comp hull.

As another issue,
I tried to model the vessel, and when I put in your Bow (17.5%) and stern (18.5%) the
Armor "Default" tab gave a length of 111.74 - not the 114 you have.

That Bow-Stern length is what it calculates the armor deck weight from.
So it was calculating the 45mm armor on less of the hull than
the belt would indicate.

Test 1: Forecastle 15%, stern 10%, deck armor 0 / 45mm / 0 = 834t Deck armor,   default belt length :130.95.

Test 2 : Forecastle 5%, stern 5%, deck armor 0 / 45mm / 0 = 911t Deck armor, default belt length :157.14


Also, Snip's Ship Design Guidelines state "Torpedo defense systems (TDS).  Use the "Additional Bulkhead" setting."
I do not completely remember the reason, it may be SS has a flaw with that setting.

I also noticed the bow is 2m higher than the forward part of the ship.
I've made the opinion before that the guns seem to sit ~1.5 m off the deck, so a flat shot would not be possible.
However, for almost all combat ranges, you would elevate slightly and so fire over your bow.
So this is not the concern it was when Fire Control ranges were 6000m.

Yeah, strength bulkheads are reinforcement of the ships structure.  So it inflates composite strength....but if the ship were to take a torpedo hit, it would cause full on structural issues.  Strengthened bulkheads just aren't viable past about 1908 or so,  they're more for small mines and underwater shell hits.

I do not completely remember the reason, it may be SS has a flaw with that setting.

It is a flaw with SpringSharp in that adding to the Strengthened Structural Bulkheads option only shifts weight around from the Hull, fittings & equipment section to Armor -> TDS with no effect on composite strength. In some testing back when that became a part of the rules, someone was able to make a ship with something like -15% Hull, fittings & equipment which clocked in a 1.00 composite.

Parthia does not really have battlecruisers. All we have is dreadnaughts.
The closest we have is the two 26knot 10x 365L45 ships.
Which I guess means Parthia is a 2nd rate power.

Considering what it's guns are, I think that the decks are a bit 'thin'.  I'd want at least 2in of deck in this era, given that there are plenty of ships running around already with guns that will be at or close to 2in of deck penetration at long combat ranges.
