12 x C7 class cruisers were planned from 1920 to 1923.

8 x 3950t cruisers deemed too weak (6x152) will be scrapped first. They will be followed by the 4 x AGB 5850 (2T2x191).
Atokos 8700t class, more powerful (10x191), will be replaced by a C8 class to be defined.

I'm just a bit ambivalent about a pre-dread gun layout on a cruiser being built in the 20s.  It's hurting its entire fire control setup at that point, though I see that it's for a very limited mission.

I know it's heavier,  but I like it more.   As always, comparing it with my own ships, it would be a serious threat to my Jaguar class cruisers,  and would give my weapon class a hard fight.  Overall I think this is your winner there.

I think one needs to consider the ROF available to lighter weapons.
You see mixed large/small guns on both British and French cruisers well after all-big-gun was adopted.

From my readings, the desire was to maintain a 4 shell splash ladder.
Optimally 2 short, 1 on, 1 over.
The overs were hard to see, the unders easy. and having the 'hit' be the #2 or #3 shell meant easy adjustment of the bracket. Then minimum was 3, desired as 2 unders, 1 on - sacrificing that harder to see over ...  or under/on/over.  But not as effective or flexible as 4 guns, and subject to feed issues delaying volleys.

This supposedly influenced the 10 gun large caliber ships, with the ability to fire 2 x 5 gun salvos. That 5th shell was ostensibly for 'slack' if there was a loading sequence issues and one gun could not fire on sequence.
With the Queen Elizabeths the RN decided those did not occur enough for that 5th turret to be critical.
However I think that may be why you see the 3+2 designs on Nevada and Teggethoff.

Later, improved optics, fire control computer and aerial spotting made smaller volleys less impaired.

But that's for big ships firing only 2 shells/barrel/min.

For a small ship, with ROF of 4-6+, you should be able to get the same splash spotting effect from just 4 barrels.
You still need the number of shells/volley to be minimum of 3 (2 unders and on) so a single 3-gun might work,
but 2 twins or 3 singles bearing should be dandy.

As for mixtures of guns, Seekrieg has a 'multiple ships at same target' which is a mild deduction, and I apply that to one ship with mixed battery
as well.  It's not a huge deduction, but if you have a poor FC solution, it's not worth the mixed battery. Closer in, it becomes worth it again.
Which matches what the Germans at least intended with their 150mm secondaries. Of course most WW1 fights were beyond effective FC range anyhow.

As for the Byzantine ship.
27 knots puts her in the same speed bracket as my 1906 protected cruisers, with similar armanent & protection, on 3/4 the displacement.
That is pretty good.

One of the 'Dark horses' out there is the Ethiopian Navy.  It's really not obvious, but there is a couple hundred thousand tons of NPC navy on Red Sea.
Byzantine has a large army, and so can directly threaten the Ethiopian homeland, making them reluctant to engage.
But maintaining cheaper but effective patrol units will 'storyline' allow continued deterrence to the Ethiopians becoming 'active'.
