It's a pretty capable ship for 14,000 t.

Overall a nice compact vessel.

Snip ruled ages ago that Torpedo nets weighed 1t per meter of ship length.
So that needs 160t, not 280t.

I tried to work out an estimate based on net weight, spar weight and length/depth and came up
less than that, so 1t/m works ok.

On the one hand it is a very nice compact design, and in 1917 would match the equivalent Aztec ships.
The 1913 Aztec laydowns don't start sea trials until 1918, so the speed difference is not known.
It is also before the Japanese presence.

But there are already the faster Wilno and Roman vessels in the Carrib, and heavier ones too.
I would wonder if the Mayans might be more inclined towards an Indefaigat...ack spelling Indefatigable
style vessel. Still fairly light weight, keeps crew size down.

With the 1917 laydown it would fall in the prior outlines for tech.
So the ship can be 90/10 oil sprayed coal.

There are faster Union ships but they're mostly in Europe at this time. 

They can certainly make their way over to the Caribbean in reasonably good time, of course.

I'd probably argue 2 laid down in 1915 and 2 in 1917, giving a 1920 and 1922 commission date respectively.....the Mayans laying down the first ones watching the Aztec fleet get wrecked..... and then laying down more when they note that the Aztecs are laying down more ships

I think that's a reasonable concept - at least the two in 1915.
The Caicos might cause the Mayans to reassess the new threat and want to be decidedly faster than something like a  Praventaores

I wonder how much more tonnage it would take to make a BB2.5, something that's 26kts or so, that would probably make for a good middle ground for them considering their 'fast' ships tend to be 27kts or so.

But probably more 'realistic' for a nation that's trying to keep things on a very tight budget, maybe with the new influx of modern cruisers by basically all the local players, a Mayan 'armored cruiser' that's 27kts and packing 8 of those big cruiser guns.
