I specifically denote between the 1913 tech HeavyWeight (read longer range/higher speed) torpedoes and the 1908 tech lighter torpedoes.

Working on plans for a 1919 Battleship program.  Possibilities include 2 battleships, 2 battlecruisers, 1 mega-battleship, 1 BB 1 BC, 2 Fast BBs, Coastal BBs etc.  50 or so plans have been drawn up, my computer says stop killing myself. 

This would be a counterpart to the extant Implacable class Battleships which form the current backbone....and entirety...of the Aztec Battleline.  24kts puts them in the 'slow' battleship category, but for their modest tonnage they have a substantial chunk of firepower and survivability.  Considering that the Sultanate currently has 4 BCs in its inventory, having the ship be fast isn't strictly necessary.  Additional benefit is the light tonnage, which means a relatively quick turnaround time and on a budget, allowing budget space for additional ships.

Yeah, it's meant to be cost effective, and predominately confined to the Caribbean and Gulf.  In those waters, barring a hurricane, your average wave height is about half that of the Atlantic.  Plus, the relatively low sheer up to the forecastle gives lower angles of fire for the main battery in the forward arc....it's a similar trade-off to the KGVs.

If I got her right, she should have maximum survivability.  Electric Drives coupled with the short length (there are a lot of normal cruisers that are longer) should let her turn on a dime for dodging torpedoes and such.  Plus the relative close-range to bases means that I'm not as worried about preserving seakeeping or speed, so true AoN armor with enough space in the citadel for a raft body.  This is the type of ship for a throwdown in a night battle....or a punishing gun duel.

In response to the 'slow' Battleship 1919 proposal, naturally the speed-happy members of the RAN put forth two designs for a fast capital ship or fast capital cruiser.  The first would be to replace the slow battleship design with a properly fast one, the second a complimentary design.

As the Sultanate is purchasing the Cape Colony (Tierra del Fuego) from the Vilnius Union, some immediate needs were brought forward.  Primarily that the sea state around the Cape is significantly higher than that in the Caribbean.  And that there's potential need to bust through ice floes or even plow a path through some light pack ice in efforts to assist fishermen and others operating near to the Antarctic.  With that in mind, the 40t MTBs slated to go do general patrol duties would be of limited utility away from shore, indeed even inshore in winter, despite the crews removing the torpedoes to give them better abilities to ride over waves. 

And so, a patrol cruiser-icebreaker would need to be developed.  Budget requirements set a maximum size at 1800t, which is in the range for an icebreaker if small for heavy Antarctic work that is outside of its purview for that region.  Electric drives for on-call power and maneuverability for rough seas and ice, and a mixed-firing on the boilers for the colonial purpose.  Armament is light for a cruiser, even light when compared with destroyers 300t smaller.  But she has a full 'cruiser' armament with 130mm main guns, an AA suite, and even two twin torpedo launchers.  The AA and MG armament is unique to type in having actual 'gunhouses' rather than fully exposed mounts or gun shields, the enclosures better for protecting the guns and gunners from the weather and preventing the guns more delicate parts from being iced over as you can pound on steel with a hammer to break ice loose, but not precision parts.  Small ready racks are inside the weather enclosures, to allow limited use of the guns even if the main ready lockers happened to be occluded with ice or unusable due to rough seas. 

The entire hull has a hefty waterline belt, which is coupled with the TDS and continuous deck to provide extra rigidity and resistance to deforming of the hull while pushing through ice floes or ice pack.  There is also improved insulation of this vessel even beyond the normal high Aztec standards (typically for refrigeration of the hull, not heating though), spaces for rescued persons or captured poachers/smugglers, and all of the other accoutrements of a purpose-designed patrol ship.  Finally she is prepared to be equipped as an ASW platform, once research is complete, due to the likelihood of her being potentially the only vessel class in the colony.  Plans are to build 1 in 1919, and 1 or 2 in 1920 as the entire class. 

Endurance is set up for a 21 day patrol cruise, with an additional 3 days of range at cruising speed left aboard for emergencies.

Looking forward to 1920, the Sultanate is pleased with the overall performance of the Eagle-class Corvette.  It's a well balanced light cruiser for its role.  However the 150mm gun is an older design that is good, but as fire control is improving the chances of quicker hits in fewer salvoes there are concerns about 150mm being good enough when compared with the number of cruisers with 180mm coming into vogue.  The Weapon class, its Roman counterparts, and others are putting 180mm guns and more substantial armor protection into the mix.  But budgetary needs seem to be against building another run of an improved Weapon class as they are 9000t ships and the Eagle class is far more affordable at 6000t. 

Thus plans were put forward for an improvement/variation on the basic concept of the Eagle class, but with its armament improved to 180mm guns, in fewer numbers, for the purposes of having a cruiser for fighting other cruisers.  A 100mm secondary battery is included as 180mm guns would be too slow firing to be efficient anti-torpedo boat or close-range destroyer-killing weapons.  Additional improvements are to the deck and belt and gun armor.

So many designs were worked up for the Battleship 1919 project.  And most of them toed the line between small and average for their expected competition in the world stage.  However, a certain counselor simply couldn't have it.  He lambasted the smaller designs as too weak to stand up to their enemies and too slow to run from them.  The larger designs he deemed merely adequate, which meant that in any war they would trade them 1 for 1.  What the Sultanate needed, he deemed, was a proper Battleship, something that could take on multiple opponents with a significant hope of success.  And one that would make best use of economies of scale to maximize capability per ton when compared to smaller vessels in lesser numbers.

And her width probably precludes a Trans-Erica Canal transit - I should confirm the width of that for everybody's reference.
