Sim Error correction

Hello,

It was brought to my attention that the sim for the IRS Vallum, only member of the CCDS-13 class, was never added to the encyclopedia. The original design posted here has a couple of errors in addition; first the main guns are listed as single rather than twin turrets, second, the armor belts are longer than the ship. When these issues are corrected, the ship sims as below.
