Eh, it's not the best.  But a retaining bulkhead at 1.6m depth is better than nothing.   And if the ship is bulged during a mid life rebuild, the bulkhead is already there.

TDS on a 9000t cruiser is luxury.

Test the SS without TDS & have a look on the torpedoes survivability.

After much review of designs for the new cruiser, the concept was refined into a "Frigate" cruiser for general purpose operations using the most modern equipment and weaponry in the Aztec inventory.  Armor protection was upgraded, as well as range, and reserve tonnage for a planned refit with 130mm secondary guns is included.

With the burgeoning war causing some major shifts within Aztec construction plans, the new MTB-B type has a lot of appeal.  Of course, range of the MTB-B is so short that it cannot be adequately used in fleet support.  Therefore a combat-rated tender will be needed if squadrons of these are to be deployed into action.  Utilizing a 'herringbone' arrangement of the boats to maximize fitment in a small space, two lightweight and relatively inexpensive cruiser designs have been put forth with the purpose of rapid production and maximum utilization of available resources while still providing self-defense self-escorting capabilities:

Nasty customers. I cant help but feel they are a little slow at 27knts. There is also going to be a lot of exposed Things that go Boom with just a protected deck and the MTBs being launchable. IMO, if they are caught they are dead but its going to take some effort to finish the job.

It's a trade off.  I did specify the tonnage for mtb maintenance as below the water,  so hopefully the most explosive things are under the deck. 

As for the speed, it's a trade off due to the need for a relatively low aft fretboard for the mtbs.  And because I dont want to put a lot of funds into an mtb carrier.

The second design will have less issue with deck space on account of the fewer, heavier guns.  On the other hand, I'd want a mount aft when fleeing.

In a fleet action, what is the advantage of 12 x MTB-b over the 6 x ~900 t destroyers you could build on similar tonnage to the tenders?

Actually a good question.  And I have some thoughts as to how they could be employed.  In an archipelago setting and prior to reliable aircraft carriers, they've got a lot of use as pickets, ambushers, etc.  Also they can skate over minefields, which can be useful.  And since the cruiser is a useful escort, the cruiser can assist the fleet screen if necessary or screen auxiliaries.  Plus these ships make good 'station ships' in colonies and such, while a DD flotilla doesn't really command the same 'presence' as even a small cruiser. 

The 100mm gunned version has some firepower in the rear arc, just not at the 6 o'clock exactly.  And when DP guns come about, the 70mm AA guns could likely be removed in favor of an all 100mm DP armament, which would make the cruisers decent AA escorts for auxiliaries or other vessels.
