It's certainly important if there's a deal to ratify, but until then, it could just be assumed they're in the room but not speaking.

I wasn't aware things were happening until Snip sent me a PM.
I had actually decided to take a week or two and go do RL things and come back this weekend.
So I had to re-engage early.

Technically Parthia, the Norse and China are all larger nations which have not made a decision.
NPCs are hindered on starting fleets, but Rajasthan is also a Tier 1, while there are several T2 out there as well.
Snip and I are having a discussion on matters.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

I would think that is something those proposing the conference should have taking care of in advance of posting it. Tad disappointed it was not done.

Gaps in RL are rather few and far between at the moment.  I can do 'drive by' level postings, but generally not a whole lot else due to being rather swamped with investigations.
