Carthaginian

The oldest (of two) classes of second class cruiser in the Confederate States' Navy, these four ships are also the last to be armed with the antiquated muzzle-loading 6" gun, dating back to the 1870s. Although an excellent seaboat and long-ranged, their utility in lengthy cruises is limited by the cramped crew accomodations. Limited to secondary theatres by lack of speed (their ageing boilers effectively limit them to 17 knots, slower than the most modern battleships), these ships urgently need replacement.

Carthaginian

The Pamlico class of second class cruisers is scarcely better than the Mobile class. A knot faster and much better armed, they are also ships, but their cramping problems are far worse than those of the preceding class. Like their half-sisters, they are on the list of ships for disposal as soon as possible.

The Davis class reconstructions having proven generally successful, the Confederate Navy has turned it's eyes toward refitting the rest of it's 1st and 2nd class cruisers. The Mosby 1st class cruisers proved uneconomic to refit and have been put on the disposal list, but the Buchanan and Mobile classes of 2nd class cruisers will all be taken in hand in 1917, with the Rattlesnake class following as soon as 1918.

The first design to be completed is the Buchanan class refurbishment. The main armament of 7.5"L35 guns and their mounts are removed, and replaced with new 7.5"L45 twin mounts, which were designed from the outset to use the same barbette dimensions. In addition, the old secondary armament of 4.85" guns is removed, and replaced by another pair of 7.5"L45's in single mounts on the beams, and 6 3.5" guns, who's main role is seen as dispatching smaller prey in the trade warfare role. In addition, the former submerged torpedo tubes are replaced by 6 of the latest 21" torpedoes in above waterline triple mounts.

To speed the drawing of plans, the forward superstructure of the Chattanooga class 3rd class cruisers was used as the basis of the forward superstructure for the reburbished ships.

Centralized fire control is included. The machinery plant is converted to 100% oil firing, but otherwise left as it was. As such, the top speed is only adequate for secondary roles, and it is considered unlikely that these ships would ever serve with the main fleet. Still, for roles such as trade protection and commerce raiding, long range strategic scouting, and convoy escort, and for showing the flag from time to time, it is expected that these ships will continue to more than adequate.

As originally constructed:

The first second class cruisers to be built in some time, the Buchanan class is nearly the size of a first class cruiser, and is in fact greater in length than the contemporary Davis class ships of 4,000 tons greater displacement; this makes them the longest ships projected for the Confederate States' Navy. The arrangement of 200pdr guns allows four guns to fire ahead at reasonable ranges, and gives a 6-gun broadside.

The 55pdr battery is split between the main deck and casemates, it being felt that the casemates will be better protected, but that deck-mounted guns will be more operable at sea. Four 1" machine guns are fitted on the corners of the first superstructure deck, along with eight 6pdr quick-firing guns. Another eight 1" machine guns are fitted on the deck above this, giving four gun decks.

The Mobile class has also been substantially refit, much like the Buchanans, the original obsolete 7.5"L35 main guns and their mounts are replaced by the newer 7.5"L45 twin mounts. The original 4" secondary battery is removed, and the wettest and/or most blast vulnerable casemates sealed up. A new secondary battery of 8 3.5" guns is shipped in some of the old 4" casemates instead. Unfortunately, because of the main armament layout, deck mounted guns were not possible in these ships.

Additionally, fire control and new wireless sets are shipped, and the bow bulwark added originally after trials is shored up.

The Mobile-class 2nd-class cruisers are a revolution in ship design for the Confederate Navy. Their strange turret layout allows for a broadside of eight 7.5" guns, giving them firepower far beyond that of most ships their size. There has been some criticism of the unorthodox design of this class, but a run of three ships has been approved to test the effectiveness of the cross-deck turret layout. If it proves more an advantage than a hindrance, the possibility is high that it will be repeated on other ship classes.

In addition to their good armament and speed, they are also planned as some of the most accommodating ships in the Confederate Navy. Petty Officers have staterooms (albeit shared with three other men), and even the ratings have an unheard of amount of space- bunks only three high with enough room for a clothes locker as well as sea chest. They are also equipped with a powerful wireless set, in order to enable them to scout for the fleet.

Excerpt from shakedown AAR:

"Mobile's turret layout shows promise, though more modern methods are appearing in newer design studies. Gunnery practice has shown the 200-pounder/L35 to be inadequate for engaging larger cruisers, however; it is recommended that the Mobile and her sisters be relegated to secondary duties. Also, the ships flush-decked design predisposes her to take massive amounts of water over her bow. This has been partially mitigated by the installation of sheet metal to a height of 4' for the first 80' of the forecastle, however, the Mobile remains a very wet ship."

The new Rattlesnake-class cruisers are designed to serve as light cruiser killers and cruiser group flagships. Though lightly armored, they are very large and survivable, and well armed. They also have an excellent top speed, making them capable of catching their smaller prey. The entire class is being built under order from France in Halifax, Nova Scotia and will be ready sometime in 1908.

Concerned by the lack of modern 2nd Class Cruisers, the CSN has both committed to modernize the ships of the Mobile and Buchanan classes, as well as to building a new design, the Wheeler Class. The new ships will be controversial by virtue of their large size which was necessitated by the speed and range requirements. Both named for Cavalry Generals, the class is already known inside the Navy Department as the "Cavalry Class".
