Splitting Provinces

I'm getting the impression that some folks are planning to split provinces.

Two powers can share joint custody, but in that case neither has control.

The ability to build in a province is dependent on having control of that province.

In a joint custody province, neither will have control, so neither can build there.

We are not modifying the map to have '1 IC' sub-provinces, or otherwise tracking less than a province.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

How about if a nation were to "lease" part of a province, and the nation leasing that part where to "invest" in an IC, and that nation was then allowed to collect on that IC?

The controlling nation can build IC.
IF they have a separate treaty which specifies donations from another to build an IC, and then promises to give the profits back to that 2nd party....that's fine.
But it would be a recurring transfer on the Turnsheet.
