An update of the previous two classes of Confederate third class cruisers, the "Saint" class vessels are lengthened by 60 feet compared to the Pasadenas and Santa Barbaras, allowing not only a small increase in speed, but also the combination of a thin armoured belt and a splinterproof deck. In addition, two of the torpedo tubes have been moved to trainable mountings on deck.

The Design Bureau believes that this pattern of third class cruiser has now reached the end of its development, and it is expected that the next class will be of significantly different design.

Started as a further development of the Murfreesboro and Charlotte class ships, the Chattanoogas were stretched and their machinery spaces rearranged to make use of half of the Enterprise class machinery plant, giving a useful top speed increase of 2 knots. In addition, the increase of 550 tons (light) over the Charlottes yielded a 20% increase in range, and eventually a 6th 5.5" gun was worked in (albeit by abandoning superfiring forward for a sided arrangement).

Three ships were laid down in 1914. Three more laid down in 1915 (design details below).

------------------------------------------

The 1915 program included a second threesome of Chattanooga class cruisers. The Bureau of Ordnance has been eager to ship it's new twin 5.5" mounting in ships other than the Enterprise class Armored Cruisers to gain operational experience. Accordingly, they asked that one of the second group of Chattanoogas ship at least one twin gun mounting.

Detailed design revealed that by dispensing with the sided mountings, twins could be substituted for the singles in A and Y position with little reorganization to magazine spaces or ammunition paths. In the meantime as well, experience from the Around the World Squadron and operations during the recent conflict in Africa illustrated the virtues of fully enclosed mounts in cruisers. Accordingly, the decision was made to mount two twins in all three ships of the second Chattanooga group. The fact that the new configuration provides one more barrel in broadside fire, while costing little in end-on fire is considered a bonus.
