Byzantium would like to "modify" the coal ships into oilers.
Likewise, "modernize" troop transports and hospital ships.

How to calculate the cost of these modernizations for the Auxiliaries?

I assume you'd work out the costs as normal, and then divide by four.

It would make things a bit weird for guns and armor being cheaper than on warships, but the quantity is small enough that it shouldn't matter as long as the ship stays an auxiliary and the scrap is costed as auxiliary scrap.

All costs will be based on the Aux Cost, so 1/4 of standard.

Yep, that means the weapons and radios too. 

I believe all three categories being asked - fuel type, updating troop transport and updating medical facilites
fall under ' non-functional miscellaneous weight'.

Which underrefurbishments

Types of fuel can partially or wholly changed, but overall bunkerage not increased.  Changes to number and size of main-battery shells in magazines, but overall weight not increased.  Non-functional miscellaneous weight can be increased or decreased. 

No BP cost; $ cost is (tonnage/2000).


So say you have a 12,000 ton AUX with 6000 tons of fuel or non-functional misc wt.
Original cost is 12/4 = $3.

Baseline Refurbishment cost : $3 * 0.2 = $0.6

Cost of replacing 6,000 tons  = 6000/2000 = $3
* the Aux modifier
= $3 * 1/4 = $0.75

Total Cost : $3.75

Now, adding/changing guns, magazines, LR radios*, FC etc would add other costs.

*I keep replacing my LR radios, just to show I'm updating them with the vessel, as radio tech historically did evolve. Technically the annual maintenance fee is supposed to cover that, so it's really not necessary.


A Word on Auxiliaries : My interpretation

Auxiliaries are 'extra' to a large degree.
They do get considered in campaign planning, and having a fleet train can be helpful

Per springstyle notes where the Aux category gets it's start, they should be presumed to have roughly 1/4 the crew and 1/4 the damage absorption ability.

There are assumed to be civilian fleets in standardized sizes.
During 'commerce warfare' this is is on the sealanes. All territorial $ has to get 'home' and about 10% of homeland $ is vulnerable this way, but each $ is spread out over a lot of ships ~80,000 tons.
Your deployment points, in part, represent subsidizing merchant marine vessels, which can then be taken into service.

They can be defined as several categories.
Tenders - Dedicated tonnage to a specified category such as Fleet Support or Aircraft (per the aviation rules).
This is the category I browbeat Snip into including as I wanted that option. :)

Civilian ships :

Tankers - You are assumed to have civilian tankers in "sufficient" quantity, but in standardized sizes @6-16,000t and at economical speeds of 8-12 knots.

Further, they may not be in useful locations at the start of a conflict, and you would have to summon them somewhere. Auxiliary ships

Amphibious - There are no dedicated civilian amphibious ships, but cargo-liners should be common, and a small number of actual liners.
Like the tankers they come in standardized sizes (6/9/12,000t) and are generally at 8-10 knots.  The few liners would be faster, but insufficient in numbers for moving a land or air unit.  You need about 160,000 +/- tons to transport a land + deployment unit and supplies.  Or at least that's the range I've been using. The entire undefined but simple 'point' issue meeting naval combat "whats that mean" problem.


Auxiliary versions
If you wish larger, or faster versions of the above, or to dedicate a vessel to following the fleet and being available when war starts...then buying your own is recommended.

Not quite.
The 'baseline' refurbishment cost is 20%  of New, then the 1/4 aux modifier.
The conversion of the coal to oil also benefits from the 1/4 aux.

So
Baseline cost : $3 * 1/4 (aux) = $0.75 * 0.20 (baseline) = $0.15
Coal to fuel oil : 1720t / 2000 = $0.86 * 1/4 (aux)  = $0.215
Subtotal $ 0.365
Total = $ 0.37
