Maybe a dark (blue?) predator* over a gold and red rising sun?

(jaguar or condor, one of both will do)

A couple of options with different color shades, using the Arizona flag rising sun as a base, the condor one uses the Ecuador flags color scheme. Both need some cleaning up.
