One thing is for sure, the older sailing frigates and cruisers will be used as long they can get overhauls and modernisations to keep them as training vessels with a diplomatic service.

The Battletenders are an expensive experiment, and will be toroughly tested. But I don't think they will yield any constructive results for at least a year in use.

So, what direction will the Inca fleet take? Dozens of MTB?   Armored cruisers with a decent punch?  Or something new, like a Torpedo Battleship?
Will there be a need to take on trade/SLOC defence between the Incan homeland and its new ports on the Amazon (and perhaps in southern Argentina)?

I fail to see the relevance.  The Inca are  supporting the trade town of Manaus to get more profitable trade with the Roman Empire.

But is also building up the Royal (rail)road network towards the 'Wilnos" Columbia trough the interiour, for exactly the same reason.

Scout cruiser could be 4500t

3xD10 = 4500t - 31kts with 12x152+4x76.2+18TTx533+66t reserved for "minen" or additional armament & 3 targets for an enemy.
This could be an economical option for a small navy.

Also, those small cruisers can get up to Iquitos.
