A modern PDn for colonial use? a kind of super Monitor...
A little Battleship? (USS Michigan)
A light Battle cruiser? (HMS Invincible)

Within your role and weight restrictions,  I'd say that 4x2 would be better than having a faster ship with 3 x 2.  Unless you need a light battlecruiser.   Just noting that you've been mentioning monitor and colonial service stuff for this build.

Anything listed as an AA mount would, IMO based on the inclusion of DP guns later in the Capital Architecture, would not be able to be used as LA weapons for anti-TB work.

Traditionally the mountings could bear on the water surface.
The thing about higher elevations is the breech lowers, making recoil and reloading space difficult. So HA/DP/AA mountings have to be different and higher than anti-surface work.

That said, AA mountings will not be integrated into the Anti-surface fire control until that "DP gun" tech level, and so be functionally very limited beyond 3000m, possibly even causing an overall negative for the extra splashes.

Traditionally the mountings could bear on the water surface.

I would generally agree with this.  Historically in the USN,  the 5in AA gunners would compete in surface gunnery competition.  But in a battle that would be more of a last resort.  Might make a mild difference with smaller craft though.
