Implementation 1912 HY2

While transferring HY1 data to the new HY2 spreadsheet, I encountered a couple of questions others may have.

So, with the new rules
We are on the honor system.   
1. I put $15 into 'the Kingdom of Kandy' and built an IC 1910-1911.   
In my mind I was building it at Colombo where now the Port/Prime would cost $5, not in the middle of the island with the Rich resources that would cost $15.   I simply loose that $10.

2. In Ria De janerio, I have fertile, well watered ground and a world class harbor.   That used to cost $15, it now costs $5.
In 1912HY1, that cost $15 to build an IC.   I brought my total up to $6. The IC Is not built
In 1912HY2, I do not have an IC in Ria, I do NOT get the $1.5 income.
I do have $6 invested in IC in Ria.  I can direct $5 to build the Port/Prime IC, and $1 to a second province in that colony.

Makes sense.  I've only got $0.56 into a new IC somewhere, so it's a moot consideration for me.
