This is meant to be a status of the proposed changes.

Did they beat the drum slowly,

Technology :

Aircraft and Carrier Air will probably get revisited in the summer, to see if they can be improved.
Please see the discussion in 'Economic Matters' if interested.

I need to rephrase the Amphibious to show the LST as "X-lifters" and to clarify
the deployment of the different years like this :

I think that satisfies the point Rocky made, and the queries Foxy made.

Colonial Development

We will start using the Arable resources Map for HY 2, 1912.
I will make it a goal to have the map finalized and provide players with what Resource Points they happen to have.

Implementation.
In the pre-changes discussion that led to all this, it became clear that – as all provinces were equal, folks were pretty happy with the ones they chose for storyline reasons. That could be Jefgte's Madagascar campaign, Parthia's Strategic Points & places to settle, or other strategies like "Grab all the Ice".

In terms of players...
Jefgte made it clear that he did not want a hard reset, or would want to keep core provinces.
In the discussion here, Rocky also does not want a hard reset, and would want to keep provinces.
I know Snip previously indicated that with big change comes big coins...no, that's not it.. oh that a reset might be needed.
Fox has indicated he'd prefer a reset.

I am going to make a Mod Judgment here.

We will simply implement this starting in HY2, 1912. 
All currently claimed provinces will remain claimed, but
any provinces currently claimed can also be given up with no penalty.

All $ previously spent on IC within a colonial region  may be re-assigned within that region.
Any $ allocated to colonial region that no longer exists as it has been abandoned, can be assigned another colonial region.

That will mean that if you discover you've claimed a frozen wasteland like South Georgia & South Sandwhich Islands, and the Moderator thinks it's not a good spot for Development.. you can give it up....or sink funds into it.

Rule Updates :
Canals – Adopted
Rate of Development – Adopted
Formalized Colonial Expansion Process – Adopted

Ports: I will use the alternate :
Provinces with Port Symbols take $5 less to develop
All Nations receive 5 Additional IC for placement in Home Regions

This seems to better reflect the idea of small trading enclaves scattered around – some of the development work is done for you.

Colonial Regions :

Size – Adopted.
Interior – See Foxy's idea on navigable rivers.   

Overall I think I'd like to ask folks to move forward with the Interior Regions rule.
It seems likely we can make a navigable rivers rule work out.

This can be subject to being reassessed, but it makes sense in the 'real world' considerations, and from the Game Goals of focusing on Coastal developments, not inland Empires.

Question for the Group.

Darman is now active.  I would like to give him a chance to claim some territories in HY 1, 1912 (current HY), that would give him something to build on and expand from in HY2 1912.

I was thinking of allowing the same as Desertfox - Iberia could take 3 ports/island chains.  Once setup is finished, they would be allowed normal expansion.

I would also like to have the Tier 1 NPCs "start to wake" by claiming 1 port/island chain each.  This would occur after player claims, and they could not contest a spot.

I would like to start both in HY1, 1912 (this turn).
3 ports/island chains for Iberia
1 port/island chain for T1 NPCs.

Let's give a couple days for folks to voice objections or concerns.

I'm okay with giving Darman a chance to pick up some territory.  I assume this would be in addition to the areas Guinness had claimed on its behalf?  Unless Darman doesn't want them, of course.

I'm also okay with snip and Walter exchanging some existing claims for currently white space if they'd like to do that.  There is still some decent land in the Americas and a good amount of Africa unspoken for.

I'm open to exchanging limited bits of my existing claims in specific circumstance, if somebody has something in mind.

Cloak and veils you know.
But, you can likely guess.

Yes, this 'mid turn" expansion would be in addition to Guinness's acquisitions.

So my goal with the proposal is to make sure no one is penalized by the change to the Arability and Resource system.
If they have sunk IC into a place that is now harsh or poor...or they don't want for any other reason.

Swapping provinces between players would be a role-play thing over the course of the turn. Which if done right is acceptable.
