Several things to note.
First, don't let Snip see you using the torpedo function of SS3.  That's not how we are doing Torps - they are all listed under Miscellaneous weight.
Two, it says that in the Ship Design Guidelines :)
It also says :
Torpedoes:  Do not use the built in Torpedo utility in SS3. Use these weights instead.

A couple of notes.
First, a little odd to have fully armored gun houses for 5" guns.
Second, your 3" aren't QF
Third, the SS3 torp tubes aren't ok.   I don't know if I was missing that in earlier designs or not.
Fourth, "armored deck, multiple deck" means you're splitting that 13mm up.  Also, the difference between an armored deck and a protective deck is the protective usually is only a meter +/- above the waterline- while the armored deck is higher up and so needs a belt to keep shells from passing under it.
With 130% hull used you're at the upper limit of what Walter argued was the max for a protective deck.
Then there's the choice of 13mm. That's actually why I was updating the gun rules to note what the different shell types would do. One can expect that to stop splinters from up to a 78mm shell. A direct hit would depend on range.

Fifth - a second time I've seen 14 knots as cruise.
The first it worked out nicely for 21 days, very good. Seems about right for typical ships.
This one, you're looking at 12 days of using alot of fuel. Typically 10 or 12 knots was used.
On the other hand, for a cramped ship, short fast journeys are better. 
This one's a stylistic choice.

The only sailing rig rules we have are from N3 or so. The lowest amount that really does much of anything is half hull speed costs 5% of normal tons. Or 64tons.  With 2/3 underwater and 1/3 above deck.
You're close. I suppose the ship would move a bit, perhaps 5-6kts instead of 9kts.

It's an interesting technical question. Mortars have been around a very long time, but were large bulky things.
The Russo-Japanese war had extensive trenchwarfare, and the Japanese actually tried bamboo mortars.
The navalism version would have similar events, and you would certainly be aware of it.
But the mortars worked badly and were only an adapted to lob bombs into entrenchments. I.e. the traditional siege use, but on a portable basis.
Which there would be no need for on expeditions.
Only the Germans made some field-portable mortars prior to WWI and not many. 160 or so I think, and not very mobile. More of a howitzer.
That would translate as the developmental arc- some experimental mortars from the 1905 tech, a limited run from the 1910 tech...but
The Stokes, which is really the mortar we think of, was a Great War invention. So 1915 tech.

So, no mortars at sea in 1907. :)
