Greetings,

This is to let you know that I am going to start processing Colony requests for HY 1, 1912
Colony Requests will be processed the evening of March 2nd, Pacific Time.
What I need is outlined below.

HY2 1912 will then be due a the beginning of April.

I have a rather long explanation below.


Preamble
Last year, all the players had "Real Life" issues, and Nav7 came to a halt.

We want to get it going again.
Snip will remain "The Moderator", I will be serving as an Assistant Moderator.
Between the two of us, we hope to keep the game moving along.

Snip has, with my help, been working to update the rules.
This effort started in early January and was expected to be done for a February Turn.
Unfortunately, real life has intervened and they are not ready.
I do not know when Snip will have time to finalize them.

It is Almost MARCH.

TURNS
I am going to start processing HY 1, 1912.

The map has little "Port" symbols which are suitable to start a new colony from.
This should eventually be relevant in the Colonial "Regions" Snip wants to update in the rules.

Colony Requests will be processed the evening of March 2nd, Pacific Time.

I will need
1. Map of what is to be claimed.
2. How Many Land Points are assigned
3. What Naval vessels are assigned as escort.

I will determine sailing times based on distance to figure out who gets where when.
If there are conflicts I will contact the players as to their course of action.
For those uncontested spots, I will tell the players they were successful.

We have Established player nations, and New player nations.

Established Player Nations :
Snip – Rome
Jeftge – Byzantium
Walter – Norse
Rocky – Vilnus
Kirk – Parthia  (No Claims/Expansion)

A. Established Players with fully developed nations
1. may claim Port province(s) AND provinces adjacent to those.
2. May expand existing provinces by up to 1 province in all directions.

New Players and Unfinished Nations
Darman – Iberia - Confirmed by Snip
Foxy – Japan – Confirmed by Snip
Maddox – China – This is my best guess as to where Snip will want him. Gives more interaction in the East, and a counterbalance for Foxy.  So I will ask Maddox to pick for China.

B. The New Players, who's nations are not fully developed
     1. may claim 4 Port provinces.

Since we do not know what resources the New Player nations "HAVE",
I will allow them limited claims well within their Nation's abilities.

All PC nations started with 24 deployment points and 48 Land Units minimum.
The NPCs start with "less"...

1 Deployment point can support 1 Land unit overseas.
1 Land unit is needed to hold 1 province.
You may send more if you are concerned about contesting a province.

We will give Iberia 24 Deployment points like all PCs.

I do not know what Snip will give to China and Japan. 
I will assign fewer points than I think Snip will assign.
That gives a margin for error.

We will give China 12 Deployment points
We will give Japan 8 Deployment points

With those you can claim your 4 Port Provinces.

New Player Navies.
We have no idea of what the New Player navies look like.
Which- in the unusual case of a contested Colonial Claim, could be a problem.

For Colonial Requests we will use the Cruisers of the Iberian Navy as
placeholders until we know.

Assume Iberia has the Iberian Navy's Cruisers.
Assume China has every other cruiser in the Iberian Navy
Assume Japan has every third cruiser in the Iberian Navy

i.e.
Iberia has 14 Armored Cruisers
Iberia would "have" AC 1-14
China would have AC 2,4,6,8,10,12,14
Japan would have AC 3,6,9,12

I am just getting started at this.
I will, by accident, make errors.
I will try to be fair, transparent, and consistent.

I will try to listen to ideas on how to improve.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest
