In 1910, the 1890 torpedo boat (20kts) could only be used for coastal patrols, serving naval dust in archipelagos and Gibraltar.

1890 gunboats with speed of 18 knots and a good range can be used in addition to escorts.
Their armament must be sufficient to engage a 1910 destroyer.

2 gunboats must "Repulse" ( ;D ) a 3000t-1910 scout cruiser.
