I presume that is 4 ports and provinces in total? And not 4 ports + ? adjacent provinces? I'd say if there are any conflicts, they get pushed to the next half year once snip is back and we all have more information.

I agree with Rocky on the new map and also an updated one with all the current claims.

Also the other thing I would like to know is what if any will be the changes to PC to NPC interactions (at least which way you guys are leaning), as I have several different plans based on what will be allowed.

1. Ports Map - Integrating the version for Snip's Review  with the current claims will take me an evening.  Either Tuesday or Weds I think.  I'm Pacific Standard Time, so functionally Thursday for the rest of you.

2. For now, let's say 4 ports.  That allows places like Manilla to be claimed, keeping the perfidious Parthians from further expansion.

That allows the former-NPCs to claim areas, without getting into the unknowns about how many deployment/supply points they actually HAVE.
From the tier design, I am guessing they will wind up with 12-16 starting deployment points, but that again is a Snip-level decision.

3. NPC - PC interactions were something we were going to take up after getting the SIM going again.
And frankly, without the nation-startup phase occurring for the former NPCs, we don't know what resources you have.
There are a number of things like this, or ship costs, and and... which were moving along quite well until matters seized up again.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

2) Wait until after I post the Ports map so you're anchored.

3) We have the tiers for relative power.   I think we will be adopting an as-suggested tracking document and so be able to make the NPCs more interactive. Once we have the new folks integrated and the SIM on schedule we'd try to find a low-workload way of making them active and further rounding out. However, the NPC aspects are at the "what to address next".  Getting the heart of the SIM going again is the current focus...and you can see the difficulties with just that.

The Byzantines are trapped in the quagmire of Madagascar.
The conquest of this large island requires a lot of resources in terms of men and equipment.
For 1912, the progression of the army continues and the port of Diego Suarez will not be operational before 1913.

Other 1909-1911 claims, not realized ... so to do in the coming years:

Actually "Deployment Point"
We each started with 24 and could buy more in the prebuild.
You could have no more than 1/2 the Land Units.

Vilnus and Parthia both got alot.

It takes 1 Land Unit + 1 Deployment point to take and hold a province until it builds an IC.... as I recall. Need to check the rules on that

It means you did not purchase vessels with weight devoted to Resupply/support/etc in the prebuild.
Parthia has 8 for ~400,000tons supported and 2 building, which I believe puts us in the lead in terms of supporting ships on distant stations.

Where this would be relevant is if there is a conflict.


Base rule is this :
Out-of-Port Resupply

While away from port, ships require some measure of resupply. This is accomplished with Misc Weight assigned to Resupply. The weight is not allocated to any specific cargo, tho players may specify more detail if they wish. This weight can be placed anywhere on the ship. It is considered that all equipment necessary for transfer and movement of supply is accounted for in the weight. For every 100t of Misc weight allocated to Resupply, 1000t of military ship can be supported. This tonnage can be equipped on ships built to Civilian standards or ships built to Military standards. For simplicity, it is assumed that this tonnage can be supported indefinitely.
