I think there are enough fast capital units that the 24knt speed of the two larger designs feels to slow. I think not-Exeter is the best option.

I am a big fan of the pocket battleships... but I'm also a fan of the 2nd designs uncommon main battery layout. Proto-Exeter is just boring.

Proto Exeter is boring but probably will give you the best long-term service.  The other option I'd look at would be option 3 but more Graf Spee like and less of a mini-BB.

While the Parthians are far more interested in Friendly relations with Vilnus,
the size and capabilities of the Vilnus fleet are of at least academic interest in case friendly relations do not work out.

From the Parthian point of view, we prefer Proto-Exter as she's not faster or better armed than our "Cruiser Raiders".

The slow AC is our second choice. Maybe our first, for another nation to build. It seems a heavier armed version of our 1905 AC, and inferior to the four 1909 ACs.
We are comfortable that our future classes will outclass it.

The Pocket BB is annoying as it would be dangerous to attack whatever it's defending, and it's fast enough to send out on it's own.
That will change eventually. Right now I'd have to devote some old battleships and force it to defend something, kill it, then move on.
Or we'd have to have one of the 1909 class ACs close quickly to where she can penetrate the armor. It shouldn't be terribly hard to get under 11,000m.

The joy of ship design is that anything short of the maximum becomes vulnerable to something else later.

Of course.
Then we each have our own viewpoints on what is more valuable.
One of the factors in these ships is what it would cost an adversary to devote a unit to counter them.
Unlike the UK in WWI, none of our nations have huge advantages in hulls. Devoting a brand new BC to hunt down distant raiders might not be doable because it leaves a hole in the lineup back at the main fleet.  Nor are there lots of Predreds that can be used as colonial station ships.
This is why I have a rosier view of the pocket BB than others.  In Africa or SA it would be locally effective, and another power would have to devote a fairly major unit to effectively counter it.
Which is why I've been tinkering with Coastal BB designs, and plan to refit my predreads.

A littorial/river gunship of sorts.  Notionally, could operate in the western Rio Plata and its major tributaries; anywhere in Chesapeake Bay; maybe also stretches of rivers of what we know as Colombia and Nigeria (though I've yet to finish my research on river depths there).  Rio Plata's the only place where I actually share a border, so it's not like I'm expecting big river battles - but maybe there's a use for something with four heavy guys if fighting does erupt somewhere, whether on water or land.

Or maybe I should develop 150mm guns and turrets and scale it down further. 

Or replace the 200mm and 100mm guns with maybe eight 130mm mount/hoist.

I know they're just machine guns, but I can't see 5mm of armor being effective against anything at all.  Modern armor steels tend to be around 8mm minimum to resist 5.56 and handgun threats.  To resist rifle-caliber MG fire and maybe the occasional smallish splinter, I'd think you'd need more along the lines of 15mm minimum.  Otherwise your gun shield gets hit by a machine gun bullet, and it helpfully turns a single projectile into a shotgun blast of armor steel spalling and the original bullet in a couple of pieces.

That's good to know.  I was thinking of that more as weather and splinter protection, but it's easy enough to notch it up to 10 or 15mm.  The weight reserve is there.
