My immediate thought is that I'm looking at the Mayans in the Caribbean.  They've got a handful of semi-dreadnoughts and armored cruisers, sure.  If they commit one to the raid, this tyke isn't going to suffice.

If, on the other hand, they deploy some of their many torpedo-boats or a protected cruiser, this seems like a useful stopper.  A protected cruiser may be better armored against the 130mm guns, but there's still a lot of shells with a change to hit the unarmored or underarmored parts of the ship, start fires, and disable hardware.

Two smaller sloops with four guns might confer more survivability, and that remains an option as well.

Bigger Roman or Norse stuff is a different problem.

A response to a larger surface threat could come in the form of an escort cruiser.  This is a size range in which the Union doesn't actually have many old hulls - its few armored cruisers tend to be rather large.  This particular unit has similar firepower, better speed, and approximately similar protection to the Union ACs twice or more its size.  In theory, it's a tough nut to crack for anything shy of a capital ship.

I could probably cut the 130mm guns down to 100mm and bring the displacement down below 5,000 t if I wanted to.

It would not be hugely expensive to bump the speed up to 24 knots, true.

This is not a ship I'd expect to have in the battleline, though.  She could pace the older battleships if the situation called for it, but it would be an atypical situation.

No, but it is just one visionary/crazy dude's dream project.

Tac's cruiser refits prompted me to have a look at the three surviving Bug-class cruisers (1908 lay-down, 10x100 cm, 24.3 knots).

The freeboard doesn't actually allow for a drastic increase in speed.  With 1921 machinery, I can get them up to about 26.5 knots before the seakeeping dips below 1.00.  This is not hugely surprising since they're basically Lagan-class cruisers built with turbines, and 26.2 knots is what I up-engined the Lagans to. 

Anyway, I see three options if I want to play with the class:

Refit:  Upgun to 2x2 and 4x1 130mm QF M&H, plus new FC and fish.  Cost:  $0.58 and 0.403 BP.

Minor Refurb:  As above, but also convert bunker to all-oil (4000 --> 5300 nm).  Cost ~$1.60 and 0.403 BP.

Serious Refurb:  As above, but also re-engine up to 26.5 knots.  Cost $3.37 and 1.357 BP (there would be some scrap as well.

That being said,  26.5 isn't really much of an improvement,  and it wouldn't make them any better in battle against their typical quarry.  The only reason I am going to up the toucan is because it'll make 28kts, putting it in the middle of the pack for modern cruisers, if slow for a light cruiser.

I'd pick the middle refit.  Make them a good colonial cruiser, sort of a heavy sloop.

Looks like I'm wrong about the refit - that only applies to simple deck mounts.  I need a refurb to do the mount and hoist change.

That being the case, 1) is invalid, and the cost of a bunkerage change is small potatoes if I'm refurbishing the armament already.

Oh, increasing main battery magazines - necessary if I'm replacing a single 100mm with any kind of 130mm - is a reconstruction, not just a refurb.  Well then.  That gets pretty pricey.

An alternative is to keep the 100mm guns and convert the ships to mine-layers or ASW flagships or something else like the Japanese Chikumas being converted to foreign liason cruiser.

The Union's eyeballing a mid-range cruiser to replace the old Muszkieter and Grenadjar class armored cruisers.

I mean sure, there's the two Lucznik class ACs and the four newer battlecruisers, but they're not necessarily the kind of ships you have wandering around the Atlantic in a trade defence role - intercepting AMCs and raiding cruisers, that sort of thing.

Basic requirements for the job, it is felt, are:

-20 cm guns, at least six.  Good enough to lay the hurt on AMCs and CLs, and enough to make an impression on traditional armored cruisers.

-4 AA guns, since there's not going to be a lot of danger from planes in the Atlantic for a while.

-Some 50mm QF guns for support of close-in boarding/inspection operations.

-Protection against light cruiser gunfire, whatever that means.

-At least 31 knots of speed.

-Operational range of 18,000 nm @ 10 knots.  With geared turbines, this is achieved with 16,400 nm range and efficiency.
