From the map, Djibouti is part of the Kingdom of Ethiopia.
Which means you want a concession.
Which currently means you need to fight their 10 troops,
but how exactly we go about these things is what that concession thread is about.

I'll also point out that posting this the same day I talk about a scenario Parthia might be interested in just this spot, *and* my asking Snip about how to handle contesting it...  it really seems like you're reacting to the hypothetical points raised in that discussion.  This sort of  matter is exactly why Snip is trying to formulate how to handle these things.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

*Rumors of Parthian interest in Antarctica, central China, and the Atacamaa Desert*

This is the reason I want all the info coming to me so I can put it out all at once. Consider this null and void until I have collected all the colonial related info.
You smug-faced crowds with kindling eye
Who cheer when solider lads march by
Sneak home and pray that you'll never know
The hell where youth and laughter go.
