Your cutters and icebreakers qualify for mercantile construction.
the cash and BP cost of construction is quartered.  This also pertains to upkeep, future repair, refit, and scrapping of the vessel.

But in your fleet list you are paying normal upkeep.

On your technology page, you list the 35cm/45cal naval cannon, with a research time of 6 HY.
For guns larger than 8.27"/210mm, it takes two years to research, at a cost of $0.50 per half-year.

Also,
When any gun is first researched, the player can pick ONE free mount for that specific gun.
So you should specify what type of turret you want - single/twin/Triple.  I guess you could go with a plain Mount and Hoist, but the loading  ramming times might suffer with shells that large.
