=> I have the choice for 1916/1917, I can easily go up to 3900t or even far beyond ... a HMS Hood class is even possible. It will be a cruiser series with 152 or 191, 234, 305, 343, 381 ...
Currently, I am also thinking of standard economical 30/32kts Cruiser (ala Panzerschiff) to be mass produced. They will constitute an excellent escort for future CVs.

That SC is a nasty customer at 32knts. I wonder if the 120s are a little to heavy compared to the 152s to be useful. Can you recast the design with 8x152 in 3(2)----3?

The SC is interesting.
I am guessing it's exploring the cost/benefits of speed.

The triple 152mm (which should be QF, not breechloading) are weight saving, but means the armament is 3 guns/fore aft.
The 0.45 BC  ... that seems low for a 9000ton cruiser, but she's quite beamy so not really an issue, just tapers rapidly at the ends

Overall, from the Parthian Point of View, it would be a tough match for my 'Raiding Cruisers',
but as they have much heavier armament they should prevail.

From the scouting point of view, the Shamshir class I put up looks to be the closest adversary. 
It's 2/3rds the size, 1 knot slower, same 6 gun broadside,
less armor,  but with 165mm not 152mm, so the two vessels are probably vulnerable at roughly
the same ranges.

For Byzantium, the battleship line speed is 21-22 kts. (Jellicoe)
I prefer to have a few big cruisers with 305 and 343 for lighting and raids (Beatty). It is a short-lived situation. No G3, Hood or Lexington.

I prefer very strong battleships like super QE with 5T2x380 or super Rodney with 4T3x406. 21-24kts

However, if my neighbors already spend 30kts for battleships ...

I may stay at 22-24kts. Battleships having to act like a steamroller and destroy everything in front of them.
