Carry-over Question

How much money and how many BP can be carried over form one half to the next? I know most people try to spend them all, but it's not easy to find something to do with .24BP like I did last time.

Will there be established rules, or will everything just carry over 1 half or what?

On the old forum it was changed in the  "KISS" idea of 1/4 between quarters, but nothing during the year exchange.

Reasoning behind that came to me after Leo explained the "budget" and the "next year budget" idea he had to cope with.

1/4 of you total BP could be carried over, or 1/4 of your remaining BP were carried over?

And I can see nothing carrying over form year to year- if you don't spend it... you loose it. That's the way that it goes when dealing with the government.
