Tracking Non-Naval Strength

In order to compare the non-naval strength between two nations there exists an abstraction layer that encompasses various aspects of a nation's military power. This layer applies to everything not directly related to the Navy, such as army manpower or specific equipment. Players are free to provide as much detail as they like underneath this layer, but those details will not be considered in GM resolution of a conflict.

Categories of Non-Naval Forces

At this time, there exist two categories and three sub-categories of Non-Naval forces that are tracked. The first category is Land forces, representing traditional army units. The second category is Air Forces, representing the nation's military air arms.

The first sub-category of non-naval forces is Fortifications. Fortification points are placed in a region when constructed and cannot be moved. Fortification Points provide a 1% bonus per point to the side on the defensive in an engagement. Fortification points in the homeland provide a 3% bonus instead. There is a cap of 50 Fortification points per region.

The second sub-category is Coastal Defences. This represents a given provinces ability to fight back against ships. Like Fortifications, the location of Coastal Defences is fixed on construction. Coastal Defences provide a 1% bonus per point to damage inflicted to hostile naval forces off shore. There is a cap of 25 Coastal Defence points per province.

The third sub-category is Deployment Strength. This represents a nation's ability to deploy its non-naval forces outside of its homeland. The point value for Deployment strength is capped at 50% of the combined value for Land and Air forces. When placing troops outside the homeland, either offensively or defensively, the total value of Land and Air forces placed cannot exceed the Deployment points. It is assumed that Deployment Points cover all necessary infrastructure to both move and support the Land and Air points in overseas territory. A player may define aspects of Deployment points, such as amphibious assault ships, if they choose but it is not necessary.

Building Non-Naval Strength

One point of Non-Naval strength, regardless of category, cost $1 and One (1) BP.

Upkeep of Non-Naval Strength


Upkeep is 2.5% of the total cash cost of the points per category.

Effect of Technology on Non-Naval Units

Improvements in technology over time add a multiplier to the Strength score for a given category. This multiplier is tracked separately from the base score. Each tech level, aside from the Baseline and any noted exceptions, adds 2.5% to the multiplier.

Placement of Non-Naval units

Non-Naval points, which are not required to be in a fixed location, are required to be assigned to a region. Points moved between friendly regions operate at only 75% of their effectiveness for the turn they are declared moving. Points are considered to be concentrated at important places within the region, such as cities, border crossings, and ports.
