For the purpose of consistent application throughout the rules, the following terms are defined. Note definitions may be added, removed, or reworded as sim events warrant.

Geographic Definitions

Homeland: Any territory under the control of a player nation or major NPC at the time of its creation. At the discretion of the GM, additional territory may be labeled as homeland at the time of creation even if that territory is currently controlled by another state.
Colony: Any territory controlled by a player nation that is not defined as Homeland.
Concession: A single province controlled by a player nation that is part of a major NPC's homeland
Province: The Sub-Divisions of the world according to the Victoria II Map.
Region: Any player-defined sub-division of Homeland or a Colony. Regions of the Homeland must consist of anywhere from ⅙ to 1/3 of the total Provinces. Colonial regions may not exceed the average size of the Homeland regions.

Measurement Definitions

Note on resolving undefined issues: The Metric system will be considered the final arbiter of all disputes involving measurement that are not explicitly defined below.

Tonnage: Tonnage with regards to the construction and upkeep of all shipping shall be referred to in terms of the output of a SpringSharp report.
Distance over water: The Nautical Mile is used to define all distances traveled over any body of water by a manned object.

Naval Weapon Definitions

Gun: A fireable weapon with a set of fixed characteristics (hard stats) such as bore, caliber, and muzzle velocity. Alterable characteristics (soft stats) such as rate of fire and barrel life can be improved over time.
Mount: The means by which a gun is secured to the ship, trained, protected, and any means of transferring ammunition from the magazines to the gun. Magazines is defined as a location where most of the ammunition for a gun is stored.  Mountings effect alterable characteristics (soft stats) such as elevation, train speed, rate of fire, and dispersion. Mountings are always paired with a specific gun and can be updated with changing technology. They come in two categories: Deck Mounts, these include all casemates and can be equipped with hoists, and Turret & Barbette.
