From cruisers rules:

Re SS your cruisers < to 6000t laid down in 1902 & later with Overall 0.9

Have a look on Parthian or Roman cruisers.

For exemple, the Lauri class "Overall is not 1.00 but 0.9"

OK. I have cross-sectional 0.93 and I think it is corresponds with rules. and overall 1.  I understand this rule as on 6000 t cruiser you must have no less then 0.9 in cross-sectional hull strength.
