As to already being in 1905 *shrug* how many Cruisers have actually been layed down since 1900, Possibly allow for a redesign of them or view it as a sort of "Continuing development now allows this" thing, or we all declare it a construction reserve that can be used during their midlife refits.

I'm ok with that :)
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

The cruiser techs will amended as follows:

Light Cruiser Architecture - Main battery in deck mounts/casemates
1880: guns in single mounts or casemates, on side/centerline
1900: ammunition hoists, deck torpedo armament, superfiring mounts, Cruisers under 6000tons must have cross-sectional hull strength > 0.9
1910: twin gun mounts (require hoists); powered gun mounts; unrestricted weapon armor,
1920:  No restriction (high or low) on caliber of turreted guns, Cruisers under 3000tonsmust have cross-sectional hull strength > 0.75

Cruisers already built with more cross-sectional hull strength than necessary will be deemed a construction reserve to be used during their midlife refits.

Edit: Forgot to mention - if you've already published a 1905/H1 report and have a newly designed cruiser just start construction then, you can go back and change the design to fit the modified rules.
