Population Growth

Starting in 1903 H1 I plan, unless there are objections, to playing around where my new peons end up.  I am going to end up with 1.67 million additional drools outside of Berlin and Upper Austria (which have different growth rates).  Mostly I am going to even out some of the pop totals, especially in Austria but I have my eye on other locations.  Like for example Tirol with 0.89 Pop is going to go to 1.00.

Germany has A LOT of regional divisions and some of them are on the small side.  Several are below 1 Pop in size, I just want to push them to 1.

Here is what I have in mind.  The total number of Germans remains the same, 71.45 million Some locations have as high as 10% growth in Upper Austria as I pushed that to 1 pop.  Ditto Tirol grew 12% as I pushed that to 1 pop.
