Two battleships are to be laid down in the second half of 1904, but their design parameters are locked in during H1/1904 so certain non-cutting edge components can be pre-ordered.

While the exciting news for the Ottomans is the lay-down of new battleships, other, smaller warships are also being laid down.

The Luxor class protected cruisers have the same armament as the preceding Baghdad class, but four of the guns are now on the centreline, two in superfiring positions.  Ottoman conservatism about new machinery does not extend to small cruisers so a full turbine kit is installed.

Two units are laid down in 2/04, with a further three being eyeballed for the near term, as the old Constantinople class is in need of replacement.
