I have made a choice as Germany to have no overseas territory BUT I intend to have German ships showing the flag around the world.  The rules really don't cover this as they assume that ships have assigned home ports that they operate out of and more importantly undergo maintenance at.

In WW1 the German Med Squadron and Caribbean were like this and for that matter the USN's own European Squadron 1865-1905.  The ships would visit friendly ports and slowly steam around.  The ships would return home from time to time for scheduled overhauls or would make use of a friendly dry dock if something critical came up; German East Asia squadron used Hong Kong till Tsingtao became available for example.

My assumption is that this is fine for showing the flag but of course a major problem in war time.  See the history of SMS Goeben and her lame boilers.  So ships operating without a base would suffer penalties in any combat there were to occur mostly in terms of propulsion and later repairing any damage.

So I am going to establish detachments in the following areas.

Mediterranean, South East Asia and the Caribbean.  The detachments will be  odds are be a single cruiser for now and noted on my OOB page.

Any objection from the players or Mods for this?

Well, there is some rental space available in the Chinese ports... :)

No objection.  The Royal Navy has a similar arrangement where vessels are assigned to fleets and stations but no specific home port.  The difference is that each fleet/station has sufficient port capacity to maintain the naval presence
