Rules - Economics.

Population
The population of a nation can increase over time. By default a country's population will grow at one of three different rates per sim year depending on it's status. In addition, if the country is not at war with anyone, it grows a further 0.5% more than usual every sim year. These 'usual' rates are as follows:

2%        if Pop⁄IC > 2
1%   if 1 < Pop⁄IC ≤ 2
0.5%   if Pop⁄IC ≤ 1

Additional adjustments either upwards or downwards on this rate, if necessary, will be given by Moderators every sim year. A nation can improve the likelihood of significant population increases through sound political and economic policy, specific immigration/family planning measures, and other such things, which may cost money.

Population serves double-duty as it also represents the agricultural sector of the economy. Hence each unit of population also produces a low revenue
