Its not the cruising speed of the whole fleet, just my armored cruisers up til now.  Provides for strategic maneuverability.  With the new design the decision was made to explore the effect a lower cruising speed would have on the overall design.

they are all good ships mate, but with people building 23Knot+ BBs/BCs I have to wonder if they are worth the cost of construction.  Logi is building a couple 24 knotters, and I have the 23 knot laying down (only question is which one of them at this point).  If I went with the biggest one we are talking 7K tons heavier, but more than twice as effective (10" armour, 8X11/45).  Not saying they aren't worth building just saying the brits would likely know about these ships and take them into consideration.
