Austrian Budget

Any objections if I do a one time budget for Austria in 1900 H2?

Numbers for it would be as follows.

Austria and Sudetenland ---- 13.68 pop, 3 IC & 2.5 BP

Then in 1901 H1 the Austrian Economy is added to Germany.
