Honestly, its likely to be Asia or the Americas. Scandinavia does not quite work under our econ rules as an effective player nation and the latter two (Americas especially) are lacking player-controlled nations. I will take this opportunity to say that huge amounts of artificial buffing are likely out of the question.

In my opinion, the only pieces of real estate left with some value are in Europe and South America...

Having a player in South America would be wonderful.  It might take them a little bit to get going, but it sounds like several of the other second-tier powers are going to be doing the same thing anyways.  It would also give a boost to some sort of export market, especially if a minor buff in IC was granted, to speed up development and also to enable its finances to support purchases abroad.

well, we could give you a lot of money and no BPs. That way, you can buy destroyers but not build destroyers. :D

That was actually my thoughts, minus the no BPs bit, give him a few.  But lack of BP means he either takes the time to invest in expensive BPs or cheaper IC and buy destroyers abroad.

He tends to like Mexico; it could be livened up without too much "buffing" - a bit of Central America gobbled up, or a more successful Porfiriato, or some capital flight/emigrants from post-1898 Spain.  It wouldn't really upset the Americas, let alone the rest of the world.

Didn't the link work?  Its almost all of the major power's naval bases and deployments.
