I say give Germany approximately 15BP-value of ships that need to be scrapped.  Have him pay $15 for the scrapping services (and then receive 15BP after X amount of time) or let him sell scrapping rights to others for the same deal.

This was me trying to come up with a solution.  I've never scrapped anything so I had never looked at the scrapping rules before.

Alternately, you could ask the Mods if there are foreign buyers - Spain needs a fleet, Greece has similar operating conditions to AH, Brazil/Chile/Peru/Argie/Denmark/Sweden/Port, etc.
