Yeah I fixed that already.

The question is: one big one, or two small ones?

IMO,
Update the 6500t to 6600t
2T2x203 - 21.2kts
120m if possible

What role(s) do you foresee for it/them?

Guinness

Independent ops, scouting for the battle line. Maybe even having to break out from the Baltic and/or making a long distance transit toward the Pacific.

I'm not sure if the Russians really like twin turrets on ACs yet. So far they like the 3 single turrets toward the bow.

Edit: oh wait, the smaller one. Let me see here....

Decrease draught by 0.8m & increase beam to have better survivability.
You could increase BC too.

Not a bad idea, but I get the sense fewer, larger guns might be easier on deck space. Given that you've got to find room for 300+ mines, that might be an issue.

Based on this: http://en.wikipedia.org/wiki/Amur-class_minelayer_%281898%29

300 mines, if they take up a meter square on deck, can fit in a box 50 meters long by 6 meters wide. Unfortunately it doesn't list just which mines it carried.

I suspect it carried them on two decks, based solely on the hatches aft in the photo linked from the article above, in which case I probably need to list some as "on deck" misc. weight (amidships between the forecastle and the poop) and some below decks.
