My comments on a legality skim.

Kleiner Kreuzer: Looks good, nothing jumping out at me as illegal.

Großer Kreuzer: Fix Torps.

Torpedoboot: Looking good.

Linienschiff: Torps on the Wilhelm der Große. Otto der Große looks good.

Also, I stickied your OrBat. If you would add the home bases of those squadrons, it would be nice.

Need to update OOB

OOB set by location.  I will cross check the ports to make sure that they can hold the assigned ships but it should be fine.

Need to create a 500 ton gunboat design.
