OK so a 4,000 ton ship is to be built, it will cost $4 and 4 BP.  So if said ship is sold to whoever the building nation needs to charge at least $4 to break even.  Correct?

Yes, unless its a DD or Sub. There there are modifiers to the $ figure.

Not quite following you here. Are you talking about profit on top of the $4?

The BP rules haven't changed from N3.

If the ship costs $4 and 4 BP, then you want to sell it for $4 + whatever you think the 4 BP are worth to break even.

Ships costs cash and BP.  If you are selling the ship as a finished product then you need to get $4 to break even.

I see some deals for BPs from several months back.  Are they in force?

I would like to sell ships to some of the NPRs if possible.

Can you point me at the thread? Still doing some housecleaning, so it might be from an old attempt.

BP stacking: per nation, or per territory?

Any interesting buy a ship or two from Germany for 1900?  To the mods the same offer goes to NPR's.   Blohm & Voß along with Schichau are open for business.  I am sure some south American nation needs a PC or something.
